Responsibilities

The City Commission also serves as the Community Redevelopment Agency and administers the Downtown Redevelopment Plan to create an identifiable "downtown" for Casselberry that will provide a focal point of community identification, unity, and pride and stimulate economic vitality within the Central City District.

Goals

The Community Redevelopment Agency (CRA) seeks to create an identifiable downtown for Casselberry that will provide a focal point of community identification, unity, pride and to stimulate economic vitality within the central City District. The Community Redevelopment Agency provides Florida cities with the ability to designate community redevelopment areas per Chapter 189 of the Florida Statutes. Through special funding tools, such as tax increment financing and grants, the CRA is able to complete special projects that include the development of recreation, open space, and streetscape improvements.

History

The City of Casselberry Community Redevelopment Agency (CRA) was established by the City Commission in December 1995 via Ordinance 95-851. In 1995 the City of Casselberry adopted a Finding of Necessity Study, in accordance with Section 163.355, Florida Statutes, declaring the existence of slum and/or blight, as defined by Section 163.340 of the Florida Statutes, within the corporate limits of the City and a need to create a Community Redevelopment Agency. As Casselberry is located within Seminole County, a county which has adopted a home rule charter, the powers to carry out redevelopment under Section 163, Part III, Florida Statutes (including the power to create a community redevelopment agency) is vested in the County. Therefore, upon the acceptance of the Finding of Necessity Study, the City requested a delegation of the powers under the statutes from the County to the City. In November 1995, the Board of County Commissioners delegated said authority with conditions including a 15 year limitation on the term of the Casselberry Community Redevelopment Agency by adopting Resolution Number 95-R-255. The City subsequently adopted Ordinance 95-851 in December of 1995 which created the CRA.

In 1998, County Resolution Number 98-R-181 was adopted, which amended the delegation of authority and permitted the County to contribute increment revenue. The Resolution also delegated authority to the City to allow the Casselberry CRA to collect increment revenues from the County. This action occurred upon the creation of the multi-jurisdictional U.S. Highway 17-92 CRA.

In 2002, the County passed Resolution Number 2002-R-33, which included an extension of the term of existence for the CRA from 15 years to 20 years and also amended the delegation of authority.

In 2014, the City requested to extend the CRA another 10 years, to 2025. However, the County indicated they would consider a two year extension, to 2017. As a result, on April 27, 2015, the City provided Resolution 15-2718 requesting a two-year extension to December 11, 2017. Seminole County approved the City's request for the extension on June 23, 2015 via Resolution 2015-R-106.

In 2016, the City again made a request to the County asking for an extension of the CRA for another 8 years, or to 2025. The County agreed, adopting Resolution 2016-R-184 on November 15, 2016 granting the request to extend the CRA to 2025.

Future

The CRA will sunset on December 11, 2025. Direction has been given by the Casselberry City Commission to focus on the following goals:

  1. Construct a parking structure adjacent to City Hall and Lake Concord Park
  2. Purchase additional lands to expand Lake Concord Park
  3. Assemble land in the CRA district in an effort to promote redevelopment.
