Over the years, the population of the City has grown at a remarkable pace. As of April 2018, the official population estimate by the University of Florida, Bureau of Economic and Business Research is 29,778. Based on the 2010 census data, of 12,708 households in Casselberry, the median family income was $41,950. Family income throughout Seminole County ranks among the highest in Florida over the past few decades. The tax base grew from $774,000,000 in Fiscal Year 2000 to $1,147,661,991 in Fiscal Year 2010, an increase of over 48%. Despite difficult economic times, the City continued a moderate but respectable growth pattern through new construction and annexations.
City Statistics and Features
Casselberry encompasses an area of approximately 8 square miles. The Fiscal Year 2019 millage for the City is $3.0519. This rate, when combined with all other taxing authorities in Seminole County, totals a property tax rate of $17.2611 per $1,000 of taxable real estate value. Located within the City are 18 parks and more than two dozen lakes, the largest of which are Lake Howell, Lake Kathryn, and the Triplet Chain of Lakes (North, South and Middle Lake Triplet). Two public schools, Casselberry Elementary and South Seminole Middle School, as well as two private schools, Lake Forrest Preparatory School and The Geneva School, are also within the City limits. A diverse mix of fine retail establishments, restaurants, office and commercial space, housing at all price levels, as well as the Central Branch of the Seminole County Library and other Seminole County business offices are found in Casselberry.
The City of Casselberry is governed by a Commission/City Manager form of municipal government. A Mayor and a four-member Commission are elected for four-year terms. They, in turn, employ a professional City Manager to oversee daily City operations. These operations consists of all normal municipal and water/sewer utilities services, including traditional City functions such as police protection, sanitation, road maintenance, water and sewer operations, parks and recreation, planning and community development, as well as support activities for City governmental programs. The City has 201 full-time and 7 part-time employees. Annual budget expenses total approximately $52.9 million. A number of citizen boards, including the Planning and Zoning Commission, Community Redevelopment Agency, Police Officers' and Firefighters' Pension Board, Lakes Management Advisory Board, and Parks & Recreation Advisory Board, are indicative of the commitment toward progress and expansion in the City demonstrated by citizens.
